POSITION:                   Installation & Repair Supervisor

Purpose of Classification:

The purpose of this classification is to supervise the day-to-day operations and staff engaged in operating equipment and performing installation, maintenance and repair work on CCWA water utility infrastructure and related systems in an assigned functional unit.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Conducts on‑site work reviews: surveys work areas before work begins; confirms location of utilities; ensures full utilization of personnel, materials, and facilities with concern for quality, safety, and efficiency; ensures compliance with all applicable codes, laws, rules, regulations, standards, policies, procedures, and specifications; ensures adherence to established safety procedures; and monitors work environment and use of safety equipment to ensure safety of employees and other individuals.

Estimates jobs: develops list of equipment and materials to complete projects; ensures availability of adequate parts and materials to conduct work activities; and requests for new or replacement materials as required.

Supervises the installation, repair and replacement of new and existing water mains, service lines, fire hydrants and water control valves: confirms all impacted customers, utilities and government agencies are notified of planned projects; checks and completes street cut repair orders; plans and supervises the laying of fire lines and setting of fire hydrants; ensures water lines are located for underground protection services; assists with the retro-fitting of large meters and fire connections with backflow devices; supervises the flushing and sterilization of water lines; and tests and monitors lines prior to activation.

Performs related duties: recommends system improvements and budgetary and capital additions for area of assignment; updates system changes in databases; and coordinates work activities with other CCWA departments and outside agencies as needed.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: prepares, completes, and maintains daily reports, reports of work completed, safety reports and records, utility damage reports, time sheets, performance evaluations, work and data logs, maps, etc.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Supervises the operation of and operates or uses various equipment, power tools, hand tools, and supplies in order to complete work assignments: operates and maintains excavator, wheel loader, bulldozer, dump trucks, and other tools and equipment.

Communicates with supervisor, other CCWA employees, vendors, insurance agents, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Functions:

Performs other related duties as required.

Minimum Qualifications:

High school diploma or GED required; supplemented by five years of experience in area of assignment, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia Commercial Driver’s License (CDL) including appropriate endorsement(s). Depending on area of assignment, must possess and maintain the following additional certifications or licensures: Water Distribution, Wastewater Collection, Erosion Control Level I, or other certifications and licenses as deemed necessary.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.

 

PAYGRADE:               18 (starts at $25.470/hour)
